Professor Dr. Stephan Hobe, LL.M., holds the Chair of Public International Law, European Law, European and International Economic Law at the University of Cologne. Concurrently he is the Director of the Institute of Air and Space Law of the University of Cologne. He studied law at the German Universities of Munich, Freiburg and Gottingen, receiving his LLM from McGill University (Canada) and his doctoral in law from the University of Kiel (Germany).
Professor Hobe is the Treasurer of the International Institute of Space Law, the Rapporteur of the Space Law Committee of the International Law Association, and sits on the Boards of various associations, including the European Centre for Space Law and the German Society of International Law.
Professor Hobe is also editor of the German Journal of Air and Space Law, the series ‘Studies in Air and Space Law’ (Carl Heymanns Verlag/Cologne, Berlin, Bonn, Munich) and the book series ‘Cologne Studies on Public International Law and European Law’ (LIT-Verlag/Munster). He is also co-editor of the looseleaf collection ‘Space Law-Basic Legal Documents’ (Eleven International Publishing/Utrecht). He is the author of over 200 publications in the fields of public international law, German public law and air and space law.

He is the ‘Editor’ of the German Journal of Air and Space Law (ZLW) and of the Series, Studies in Air and Space Law“; co-editor of the looseleaf collection „Space Law – Basic Legal Documents“. Co-editor of a Compendium on Air Law which was prepared in cooperation with Lufthansa, the “Kölner Kompendium des Luftrechts”, volume 1 appeared in spring 2008, volume 2 in May 2009 and volume 3 in January 2010. Also he is in preparation of a commentary on the existing international space legislation (outer space treaties and UN General Assembly resolutions) in 3 volumes, the “Cologne Commentary on Space Law”, in cooperation with the German Aerospace Centre (DLR). Vol. 1 appeared in October 2009.
